You must pay 500 LP to declare an attack with this monster. If “Toon World” on the field is destroyed, destroy this card. Can attack your opponent directly, unless they control a Toon monster, in which case this card must target a Toon monster for its attacks.

First Effect:
Blue-Eyes Toon Dragon cannot be normal summoned or set. Blue-Eyes Toon Dragon must first be special summon with this effect. The cost of this effect is tributes of two monsters while you control Toon World. The cost allows you to choose any two monsters.
This effect is a bad special summon in Yu-Gi-Oh!. It is a slow effect and requires setup. It requires two tributes like normal summons and Toon World on the field. An opponent can potentially destroy these resources prior to the activation of this effect.
Second Effect:
Blue-Eyes Toon Dragon cannot attack on the turn when it was special summoned. This restriction balances this card. It can attack the opponent directly after this turn, and this effect prevents this advantage on the first turn with this card.
However, the balance from this effect weakens Blue-Eyes Toon Dragon, and a few Toons do not have this restriction. The opponent has an opportunity to destroy or banish this card before it can attack him or her. This effect applies for any method of this effect monster’s special summon.
Third Effect:
Blue-Eyes Toon Dragon requires you to pay 500 ATK when you declare an attack. The cost of an attack is a manageable requirement during the early game. You can afford to pay this cost when you have a good amount of life points.
However, the cost for Blue-Eyes Toon Dragon to attack becomes a problem when you have a low amount of life points. You must manage the cost of this effect. Life points are important to win games. The cost of this effect is a risk when you have 2,000 or less life points.
Fourth Effect:
Blue-Eyes Toon Dragon requires Toon World on the field. Blue-Eyes Toon Dragon is destroyed when Toon World leaves the field. This effect is a common weakness in the archetype.
Furthermore, this effect is a problem for Blue-Eyes Toon Dragon. An opponent can focus on Toon World. They just need to remove this field spell from the field to destroy this monster.
Fifth Effect:
Blue-Eyes Toon Dragon can directly attack the opponent if they do not have any Toon monsters. This effect requires this effect monster to attack an opponent’s Toon monster for any attack. Many Toons monsters have this effect.
This effect makes Blue-Eyes Toon Dragon to be a problem for the opponent. Blue-Eyes Toon Dragon has 3,000 ATK. It can inflict 3,000 points of damage with a direct attack. This amount of damage is nearly half of an opponent’s life points.
However, you will lose this advantage if your opponent is also playing Toons. Blue-Eyes Toon Dragon must attack an opponent’s Toon monster for its attacks. You can still inflict damage in battle, but it will not be the full 3,000 points of damage from a direct attack.
Fusion Material:
Blue-Eyes Toon Dragon is fusion material for the first ever Toon fusion monster. This fusion monster is Blue-Eyes Toon Ultimate Dragon. Decks will play this effect monster to be able to play this fusion monster from the extra deck.
Furthermore, Blue-Eyes Toon Ultimate Dragon requires Blue-Eyes Toon Dragon and two other Toon monsters. You can use any other Toon monsters with Blue-Eyes Toon Dragon for the fusion materials. Then, you may special summon Blue-Eyes Toon Ultimate Dragon from the extra deck!

This tactic is one of the best methods for the special summon of Blue-Eyes Toon Dragon. The effect does not have a cost.
Toon Kingdom is a good field spell for Toons. This field spell provides protection for Blue-Eyes Toon Dragon. Toon Kingdom prevents the opponent from targeting this effect monster. This field spell card also banishes a card from the deck to prevent the destruction of Blue-Eyes Toon Dragon by battle or effect.

Therefore, I mainly recommend playing Blue-Eyes Toon Dragon in your deck for the fusion summon of Blue-Eyes Toon Ultimate Dragon.
