If this card was Ritual Summoned using a “Blue-Eyes White Dragon”, when it declares an attack: You can change the battle positions of as many monsters your opponent controls as possible, and if you do, the ATK/DEF of those changed monsters become 0, also, this turn, if this card attacks a Defense Position monster, inflict piercing battle damage.

First Effect: Ritual Summon
Blue-Eyes Chaos Dragon requires Chaos Form and monsters whose total levels exactly equal eight for its Ritual Summon. These requirements are easily to fulfill. You only need one level eight monster such as Blue-Eyes White Dragon and Chaos Form. You may also use multiple monsters with all of their levels equaling eight or more.
Blue-Eyes White Dragon is the best monster to use as material for the Ritual Summon. Blue-Eyes Chaos Dragon can only use its third effect if you use Blue-Eyes White Dragon for the Ritual Summon. Any monster for material would not provide any value. Blue-Eyes Chaos Dragon would not be able to use its third and most powerful effect without Blue-Eyes White Dragon.
Second Effect:
Protection is a valuable asset in Yu-Gi-Oh!, and powerful cards grant protection to themselves. Blue-Eyes Chaos Dragon protects itself from destruction. An opponent cannot target Blue-Eyes Chaos Dragon with a card’s effect. and the opponent is unable to destroy it with effects. This protection puts you in a position to dominate a game.
Therefore, this monster is not an easy card to destroy. Cards such as Dark Hole and Raigeki cannot destroy Blue-Eyes Chaos Dragon. An opponent’s best option is to destroy it by battle with a powerful monster.
Third Effect: Part 1
Blue-Eyes Chaos Dragon weakens the opponent’s monsters with its strongest effect. Blue-Eyes Chaos Dragon changes the positions of all of the opponent’s monsters, and its effect decreases their ATK and DEF to zero. This effect gives a major advantage to you on offense. Blue-Eyes Chaos Dragon can destroy any opposing monster with zero ATK or DEF.
Third Effect: Part 2
In addition, Blue-Eyes Chaos Dragon inflicts piercing battle damage to a monster in defense position. An opponent cannot avoid damage from this monster. The position of an opponent’s monster before you activate this effect does not matter. You have complete control in this situation.

I recommend playing Blue-Eyes Chaos Dragon in a ritual deck for Blue-Eyes.
