Break Breath Dragon is a generic card for Kagero. You can place him in any deck with Kagero. Break Breath Dragon provides an additional option for retiring an opponent’s rear-guard. He fits in Kagero’s specialty of retiring the opponent’s rear-guards.
First Ability:
Break Breath Dragon retires itself if you retired an opponent’s rear-guard during the turn, and you may draw a card. The first ability is not great. You lose a card to draw a card. I would prefer to keep my rear-guard on the field. You would not be able to use Break Breath Dragon to intercept attacks during the opponent’s turn because you retired it.
Second Ability:
You may retire an opponent’s rear-guard when you ride upon Break Breath Dragon. It is a decent and free ability. You do not need to pay a cost. Your opponent loses his or her best rear-guard on the field.
However, you may only activate this ability once per game if you ride a grade 3 on Break Breath Dragon. You cannot consistently rely on this ability to retire the opponent’s rear-guards. Your only option to use the second ability more than once is by riding a copy of Break Breath Dragon on itself. I would not recommend the bad strategy.

Break Breath Dragon’s best value in the premium format is its second ability. Break Breath Dragon has chemistry with cards with the ability, Blaze. His second ability can activate Blaze. A powerful G-Unit such as Flare Arms, Ziegenburg can unleash its strong abilities.

Card Rating:
Overall, Break Breath Dragon is a disappointment with one bad ability and one decent ability. The second ability has the best advantages. However, you are likely to only activate it once in a game. Kagero has better cards for consistently retiring the opponent’s rear-guards. I suggest playing other options instead of Break Breath Dragon.
