First Effect:
Spirit with Eyes of Blue restricts your ability to special summon monsters. The first effect only allows you to special summon dragons when this link monster on the field. This limitation can slightly hinder deck due to Blue-Eyes plays a few spellcasters.
Furthermore, this effect of Spirit of Eyes of Blue does not prevent the main strategy of the archetype. Decks with Blue-Eyes White Dragon heavily focuses on special summoning the dragons of the deck. You can still play the monsters from the extra deck.
Second Effect:
Spirit with Eyes of Blue adds Mausoleum of White to your hand or sends Mausoleum of White to the graveyard when you link summon Spirit with Eyes of Blue. This link monster provides the field spell for Blue-Eyes. This field spell is a great card on the field for multiple normal summons.
Furthermore, Mausoleum of White is a good field spell for Blue-Eyes. You can play this field spell after Spirit with Eyes of Blue adds it to your hand. You will be able to perform a second normal summon due to the effects of this field spell.

Therefore, Blue-Eyes white Dragon is the best option for the special summon. It is the centerpiece of the deck. You want this normal monster on the field for a fusion summon, synchro summon, or XYZ summon.
Furthermore, you have the option to special summon an effect monster with Blue-Eyes in its name. However, it will lose its effects. You are not getting the most value from these effect monsters in this circumstance. They are last options if you really need one of those monsters on the field.
