You can only use 1 “Roar of the Blue-Eyed Dragons” effect per turn, and only once that turn.

First Effect:
Roar of the Blue-Eyed Dragons special summons a monster with Blue-Eyes in its name from the deck, graveyard, or banishment to the field in defense position. This spell card is setting your combos. You now have a Blue-Eyes on the field, and you have many options with the new monster.
Furthermore, Roar of the Blue-Eyes Dragons sets up the special summons of monsters from the extra deck. You can use two Blue-Eyes White Dragons for the XYZ summon of Indigo-Eyes Silver Dragon. You now have the decks best XYZ monster on the field.

You have consistent access to this card. You will be in position to special summon Blue-Eyes White Dragon.
True Light can set Roar of the Blue-Eyed Dragons from the deck to the graveyard. It is a good option to gain access to this spell. However, you must wait a turn to activate this card because cards cannot activate effects on the same turn when you set them on the field.
